[Balance/Feature] "bad guy nerf"

What do you want to be changed?

add new skills to fight off the kidnapping tool meta (except mes).
Examples: Concealed carry, Steel Dome, and Early Bird

Explanation of suggestion?

The following skill's requirements and effects:

Concealed Carry: The player will have access to Holdout weapons (Brass/spiked knuckles, Silenced .22 Pistol, police pistol, kitchen knife, and laser pistol) when the person gets captured by a person who did the kidnap bind (strip weapons and comms) and the skill will be part of their description that says "This person might be trouble to handle, keep an eye on them if you decide to kidnap him" or somewhere along those lines.

Requirements: level 52, 5 points, 10 Agility

Steel Dome: Allows the person to have an increase chance to avoid knock out. 

Requirements: level 52, 2 points, 15 Endurance gives 25% resistance

Tier 2: level 55, 3 points, 20 Endurance gives an additional 25% increase (making it 50% resistance to Knockout)

Early Bird: Reduces the amount of time of being KOed by half.

Requirements: level 55, 5 points, Endurance 25

 

How or why does this benefit the server?

TL;DR WARNING I was going to make a fourth but 3 are enough, someone have to be the "bad guy" of the kidnapping community and speak facts so here are the reason, there are way too many ways to get kidnapped and take it from a person who was here since CGC 2.0 (in my opinion the best days) there were only 2 ways to get kidnapped FearRP and CombatRP (basically like hacking but for humans, you can solo, and the highest roll wins), now we have FearRP, Knockout, Tranq guns, Mesmetrons (both slaver and Unity), Fiber wire, and Cross Hook (if Fiends still have them), Hacking is another form of kidnapping but nobody except Unity and WBOS seems to be capable of doing the simple thing and it's really not that hard to do like at all walk up to them with 2 people and /hack /roll, these skills will give people a better fighting chance instead of making it seem hopeless to fight against and these skills are end game skills so not only they are supposed to be powerful but expensive to spec in making it impossible to have spec into both anti-kidnap and pro-kidnap skills, you won't be seeing every person having these skills especially the ones who don't play this server religiously. Before all the bad guys jump in and complain about this imagine having the entire server having access to Tranqs, Mesmetrons, and Cross Hooks everyone will be complaining about that I know this because I remember when CGC gave everyone access to Tranq weapons in Blythe when the Outlaws bites the dust for a short while and that time when Black Sand Empire sell their Cross Hooks to people who aren't their enemies, I had a cross hook and pked a Fiend because of it. Think before you use your emotions when you send your complaints about this post.
