[New Faction] Federal Emergency Management Agency (FEMA)

this faction is fucking useless, theres no need for any more factions in a dying server where the half the player base is playing its opponent server competitor. This only spreads the already low pop to more factions making the other factions more dead and overall making the server even more dead then it already was before it was shut down for "maintenance"
