If you do the math, you can realize that Roach was born a year before the Great War started. He doesn't remember his parents, as he was found barely alive and heavily radiated outside a vault where he was raised. He also doesn't remember much of that thereafter, however, he remembers that they found him several days after the bombs dropped on an expedition, which resulted in many of those members also turning into ghouls.

 

He had an absence of parents growing up, however, he found that many of the Vault Dwellers cared for him. Into his 80s, or at least as much as he can remember from that time, settlements finally began to sprout up. One of them was Dayglow, which was near the Vault in which he was raised. At this point, many of the Vault Dwellers that were still alive, now mostly ghouls, ventured to Dayglow and joined the settlement and helped raise it to be what it was.

Conveniently, Dayglow was one of the five founding states of the New California Republic. After Tandi cemented it as a settlement of her new Nation, Roach joined the NCR and quickly grew to enjoy life. He found that even after all of his years, one thing he seemed to continue to remember was how to hold a gun. He was raised right in the Vault, and grew to like the settlement life, and grew to appreciate Tandi for what she had done for the Nation. He even met her once, shook her hand...he still remembers that. Roach protected the frontier and continued to do so for many years, eventually joining the Rangers and working with Chief Elise to stop slavery. He was there for the Ranger Unification Treaty, and the growing threat of Legion, and became a Veteran Ranger shortly thereafter the Unification Treaty. He was in Baja under operations from President Kimball, as many have said "chasing ghosts", and then was quickly deployed to the Mojave under the 3rd Battalion to assist with the growing threats in the area. Now under Chief Guerra, he assists the Rangers in hunting down Legion, Slavers, and whatever threats might suppose to challenge the Republic.
